In the areas surrounding the Drowned Sanctum dwells the Pem'pexën, or Flowing Water clan.
The dragons in this clan tend to be fairly transient, coming and going at a moment's notice. However, there is a loose structure of hierarchy, and some dragons who have chosen to make a permanent residence among it.
The Pem'pexën clan appoints a clan mother to leadership, along with a small group of advisors to assist in decisions. Every significant event centers around ceremony, including but not limited to: hatching, receiving a familiar, coming of age, coliseum induction, and exaltation. Bound together by the memories of their past clanmates and shared experiences, dragons of the Pem'pexën clan are hardy, and enjoy the fleeting moments in life.
The general philosophy of the Pem'pexën is as follows:
Everything is always changing. Nothing is permanent.

Your compliments on my layer were so nice! It's really cool that our lore is somewhat similar (in that there are some permanent residents and theres a lot of member fluctuation)
