Cerise runs her Clan with an iron fist, which comes from surrounding herself only with dragons that agree with her and follow her demands.
Coruscate is operated on her definitions of beauty and appearance. The beautiful dragons- or most willing to follow Cerise's plans for them- are given more opportunities and higher status in the Clan.
While less pretty dragons... well, they aren't necessary discouraged from staying, but she certainly doesn't encourage them much, or at all.
