Accius, City Between Timelines

There is a city within the Starwood Strand, buildings made of magic and mortar, crystal and brick, wood and steel. It sits, rather well-camouflaged within the tall trees... for good reason. The magic that flows through this city, helps anchor it in place comes form a central source: for within the inner depths is a crystal, that fluctuates: but not with Arcane magic... no, it fluctuates with the magic of Time. It has created a bubble, that holds the city beyond and within the bounds of time. As such, this city exists in every timeline... but is also absent of every timeline. Spells were made to direct this flow, opening temporary doors to certain timelines.

The city changes it's look in each timeline, but still stays the same, with the crystal letting flow the waning and waxing flow of Time.
