HQ-22 Dragon Resources (DR) Department entered REASON FOR FAILURE: "Reports reviewed from Outpost HC-22's data analyst indicate that for the past three seasons 97.2% of recruits send work transfer requests to HQ-1, above the jurisdiction of HQ-22, within five lunar cycles of assignment. 1.5% marked as missing, typically whilst performing work duties, particularly ████, ████████, and research equipment maintenance. 0.9% are mildly to severely injured, with most tended to only by Outpost HC-22's healer. 0.4% are driven out, though investigations into potential causes for workplace hostility have been inconclusive. Several attempts have been made to contact HQ-1 for work transfer approval records as well as approval for the above recommendations."
