Gilded chests have always had a chance at turning up 1 star items But they also have a chance at 3-4 star items, award more treasure, and award more gems.
(since scatterscroll we take nothing for granted) Before I replied, I did open 99 gilded and 99 iron chests to verify that nothing had changed. None of the code surrounding the chests or the chests themselves have changed, but we double check and attempt to reproduce most bug reports.
To help demonstrate, I just now opened and screenshotted 20 iron chests and 20 gilded. This is all in a row, and not a "pick and choose what I screenshot" sampling. Here they are if you want to see. In all cases, I hovered over the highest star rating
familiar or
apparel item. Any additional familiar or apparel items are the same amount of stars or less.Chests are behaving as they should.

If you do not like how chests are set up, that is more of a suggestion than a bug. They are working as intended, and have not been changed since the game went online. I hope this helps to show how the chests work. It's tough to see if you only open a few at a time, but when you can open a stack of them, it becomes apparent very quickly that gilded chests award more currency and higher star value items. :)
