A recent trend I've been noticing is that most of the winners in the skin category are 'skinccents', or skins with partial transparency that have too much coverage to be considered an accent. Not a lot of entries are full skins anymore. By forcing half of the winners to be skins or skinccents, you're limiting the number of high quality accents that can be picked as winners. I'm not trying to imply that full skins are bad, but if most of the winning skins are not full skins, why bother having a distinction at all? You can still have the distinction between accents and skins for the purpose of making the item. But have all the entries on equal footing in terms of skins vs. accents. A skin can be chosen if it's just as good as other winning accents but a skin shouldn't be chosen over an accent just so you could fill a quota.
Again I'm not trying to say that skins are bad. But with how the line between skins and accents are blurred nowadays, I don't really see the point and I think it limits the kinds of entries that win. Sorry if I seem unclear. This is not a major concern for me but I think it will benefit future contests if this was implemented.

I actually agree.
Originally, there were no accents at all, until people asked over and over and over because accents are by far preferred to skins by the majority of the userbase. I think that says something.
Good winners should be picked on their own merit, and I agree that it's not fair to overlook some of the excellent accent entries purely to fill a skin quota.
I want to say that skins aren't bad, and I'm not hating on skin winners, but if there are better accents, it isn't fair to consign them to an honourable mention over a win for the sake of 'balance'.

UK time. Sorry for timezone-related delays in responses. They/Them.
*grumbles* I'd actually like to see a "no skin" year altogether. After all, first year was "skins only", let's have an "accents only" year, too XD
Apart from that, I agree, the division is already blurred anyway. Moreover, I've heard off-site that people make skins for entries because "there's less competition there and more chances to get picked, otherwise I'd have made an accent", so it influences the artists' cholces, too.

Personally going with no support.
I'm sure there are plenty of users out there who like skins and the way it is now gives them just as fair a chance at finding skins they like among the winners. Give them no skins or less skins and you're taking away the pool of cheaper skins from them (Since I'm pretty sure user made skins cost a lot of gems/treasure).
Just because a majority of users prefer accents doesn't mean those that prefer skins should get the short end of the stick.

If you look at the winners, there is an equal number of accents and skins. I don't really see the issue here, there's a balance.

I think the issue is they want more accents and fewer skins and don't consider skincents to be really in the skins category.
HOwever, I also say no support. While I don't use skins often, I love getting them because occasionally I get dragons that I want to change the looks up temporarily and skins are great for that.
With accents I have to hope that it works with my dragon's colors, but a skin completely covers the dragon.
Since festivals are one of the few if not only times users can get both accents AND skins for treasure, then I don't really like the idea of taking that route away from them if they happen to like skins more than accents. (as I said I like both, and tend to use accents more often, but they are also usually greatly dependent on the dragon's colors, if you have the wrong colored dragon they can look horrible)
