This is a great idea that the newbies will have more opportunities to acquire the old skins and accents. Therefore, they might stay here longer than before.

I've never actually uploaded an accent or a skin, but as someone who wants to start an accent shop at some point I fully support this.

Support. I have never submitted a skin/accent before, so I didn't know much about the process. That the current process lacks such an essential function seems really strange to me! It would reduce wait time a whole lot if this function was implemented, and it would take work away from the staff.
The only thing I'm wondering about, is how it can be checked if it's indeed the same accent/skin. Maybe it would be better to first have to choose between two options: Resubmit existing skin/accent, or submit a new one. You could then (if you resubmit one you already submitted before) choose from a list of accents you've already submitted once. This would make sure that people don't 'resubmit' an accent and then upload a different skin/accent on purpose/by accident.

Agreeing with what Heronfoot said as well!! that there should be an option where copies can be directly reprinted with files the site has already acquired. Perhaps it would be helpful to have a preview window to make sure that we input the correct skin number?
A faster turn-around should hopefully encourage more accent artists to reprint old accents as it is such a hassle to have to wait a week for accents to come back, clogging up time that can be put towards marketing new accents.

This sounds like an incredibly productive way to handle reprints and I'm not sure why it isn't already a thing.

support! for admins it should be easy to recognize the same file that had been submitted before. I've been thinking for months why does it take another long time to do the work that has been done before? the files are totally same sometimes.

I've seen people who don't quite understand how long it takes for skins to arrive think that the seller is scamming them because they've had to wait a week. And while this won't stop that from happening to new skins, it would definitely help for reprinting skins.
