Reserve Policies for runs:

Slots can be reserved without payment.
8 slots out of a run of 10 are gem
2 slots of a 10 slot run are gem or treasure
Payment is due when 5 reserve slots are filled
Once 5 reserve slots are paid blueprints will be submitted
