I like most of the idea with a few changes...
1) Total Grace should
not used in sacraments or boons. When you have a flight of thousands exalting on a regular basis it pretty much becomes impossible not to get the full list if total Grace is used. It should also not be used at all except in a "high scores" fashion because grace is likely to shift with dominance due to all the exalting going on and having two stats pretty much be the same thing doesn't make much sense.
2) Personal grace
should determine boons. That part is fine. However, grace should be spendable to keep players exalting dragons. When offerings are made to a god, it's assumed they are being given for the god's consumption. Getting a boon will take energy on the part of the god, making them eat some of the offerings. This results in the god needing more "food" to keep giving boons. It could also be seen as having dragons you exalted tied up in giving boons instead of doing temple work, so the dragon god needs more help now. :)
3) Sacraments should come out only once a week unless the flight is dominant. If the flight is dominant, it could be done twice as a "celebration". This is to prevent things from being overpowered.
4) Grace granted from exalting each dragon should be equal to the dragon's level. Grace from flight dominance should be one point extra per day per player. This keeps it fair!
I'd like to suggest being able to pray specifically for boons or to do rites specifically for sacraments.
From a mechanics standpoint, it turns grace into a currency where players can spend points from exalted dragons to get boons they want. From a flavor standpoint, you would expect dragons to request specific boons and do specific rites in the temple. They don't just pick a prayer out of a bag or something. That would be silly.
Sacraments would be done sort of like quests only requiring more than one item. The player picks out the sacrament, then is given a list of items needed to complete the rite. If the player completes the sacrament they get the desired result with the random chance of some grace as well. This gives more purpose to random materials (use them in offerings), as well as an alternate source of grace. Grace drops will be rare like gems, even if a flight is dominant.

Calib As far as points 1 and 2 go, that was miscommunication on my part, I intended it to function as you said or at least mostly as you said; I'll go back and edit the Grace section so it is more clear!
For number 3, Sacraments are basically meant to be boons that you can determine the content of by spending your Grace. It's a way to entice players to use the system for obtaining concrete goals in addition to obtaining random ones... So I have no qualms about them being able to be used more than once a week, but they should be costly enough that it should make one think twice before buying them. (Also the Gathering turns one shouldn't stack so....)
As for number 4, I left the actual numbers vague intentionally because game balance is not my strong suit, and I felt that the FR staff should have some built in wiggle room.
I want to thank you for bringing these errors to my attention; I had been cobbling things together as the thread progressed, and I'm overhauling my overhaul post to be more consistent and logical.

This is a fantastic and super creative idea. Huge support from me. It gives way more incentive to exalt even if you don't have many dragons to spare yet. It would also be cool to see "Priest of _____" or whatever is chosen in a lineage, like one of the parents' children went on to some greater cause, instead of seeing poor little Unnamed who no one wanted.

It's still a sort of unclear wall of text. For example, what is this prayer and how does it relate to boons? to sacraments?
Also, it still sounds sort of like it's expecting everyone to keep up a certain level of overall grace to be able to get boons (like 1k grace = level 1 boons only, 2k = level 2, ect). Again, this makes no sense as it would have to be an ever-shifting upwards number to compensate for every growing flights. Having overall grace level of the entire flight as anything more than a fun statistic will be a pain to balance and a pain to keep balanced. If this wasn't the intention, reworking the part about grace and that personally-acquired grace is what is important would help.

Calib the way I see it is that the Eminence is the total grace you've ever earned. The higher the Eminence level the better boons you might get [similar to how the higher your gathering level the more likely you'll find something rare/good]. You can trade in your Grace for Sacraments which essentially buys a specific reward, doing so will cause your Grace to drop but won't affect your Eminence.
So for example lets say my Eminence is 100 because though out the game I've earned that much Grace, however my available Grace is only 60 because I've bought one or two Sacraments.

Thought I'd chime in so you know I'm not ignoring your pings. ^^ We try not to comment on the suggestions threads for several reasons. The big two are:
If we bring up positive or negative points to the idea, it seems to end most conversations, because "the admin has spoken". Also, bringing up positive or negative points about an idea seems to imply that we're going to implement or reject the idea. This also ends conversation.
If we like an idea and want to implement it, folks immediately want a timetable, and we have a lot on our plate to address before we can begin implementing some of the more involved suggestions. As an example, a lot of what you're suggesting involves a large, timeconsuming amount of backend programming and artwork for the reward system. The development time needed to create such things would likely put a stop to our updates for several weeks to a month. If we were to ever implement an involved suggestion, it will likely take a long time, as we'd build the updates behind the scenes concurrently with the updates we're actually releasing. (This is not a yay/nay for your thread. This is an example. ^^)
TLDR: We do read the suggestions forum several times a week, even if we're not vocal. :-) We are purposefully trying not to be vocal because us doing so is a conversation and idea stopper, no matter which way we weigh in.
