I believe it's GW, but that's... slow and hard, to say the least.
VV is the best for grinding according to the festival drop guide, since you can eliminate
to victory once you have the breath. You don't even need to Rally if you're using a Mire Flyer rather than a Culex... which is nice, since I only have a Mire Flyer and a Culex, one of each.
