When you say 'get 1 or 2', do you mean that there are only 1 or 2 light hexagons left on the map? If so, are they all on the bottom row and the bottom left diagonal? If not, then it won't work; all the hexagons must be in the row on the bottom and the bottom left diagonal. It doesn't matter how many of those nine hexagons are light or shadow.
