The same way you change text color. Except if you want the text to appear rainbow, you have to painstakingly change the color of each letter one letter by one.....
Alternatively, you can use tektek.org's gradient text generator. Just type in your text, click generate, and copy and paste all the stuff in "Output Text".
The stuff under the Rainbow tab gives you nice colorful text like this! C:

@aisumoka Since the item tag hasn't been working for skins, this might help. Complete with non-fancy hover text, clicking the image will link to skin artwork. You just have to add 'art' in between the 'skins' and 'image number' of the .png link for the skin icon.
