Well, bears are also omnivorous, so we could have something less terrifying that human teeth in a dragon skull. Perhaps it's based upon the main source of food? Either meat and seafood over plants and insects? Or the method of hunting? You wouldn't need major canines, even if you are a predominantly meat eating dragon, if you don't need to catch and kill prey
