That's not how the game works. If they don't have the dragons to give, then they shouldn't be paying. They get a free dragon that someone else could have gotten.

You are responsible to give a dragon and two other prizes at the least. If you do not have anything to give, don't bother to play. You can go to the AH and purchase a cheap dragon if you need to. I am not trying to be rude, but you should already know this before you even consider playing.
