im not sure to understand completely the pet-rock system and their levels. Do i need to send 10 dragons to get the the 1rst stage? and 30 dragons to get the "very special pet"?

They are both first-stages of various pets that we'll hopefully see more of soon. And you don't need to send 10 dragons but 10 levels for the first one. To claim the second one it's 30levels.
