So I read through all your lore and I just. Wow. Your writing style is amazing <3 <3 Even if there ends up not really being a usable lore connection I'd happily just talk lore with you in general, if you want?
Anyway, that being said, I've got some workable dragons to match with yours I think...
Calfuray might be the best bet, I think, because she's a creepy cultist who's a fragment of an Emperor, so. Feels like she fits right in lol.
Cal as a character is from outside of FR, originally, and I haven't really translated her fully to fit in FR lore yet. I know her past - she was part of a project to create an artificial Emperor - but I haven't yet figured out her future. So... if you need an antagonist/ally/thorn in someone's side/unconventional religious figure for someone I can more than likely work with it lol. Figure I'll probably get inspiration too :D
There's also Anesidora, who is basically a Shade cultist. Less of a tie in to your lore, I think, but she's exactly the sort to frequent places like the Orchard of Thorns. Could easily do some kind of mini plot involving her procuring ... whatever it is she needs for her Shade cultist stuff lol. Sacrifices are probably involved.
On a far less sinister note, Sparks! Sparks is a member of a merchant clan called Graygarden, which in itself would probably be a trading partner with the Orchard tbh. But I mention Sparks specifically because he's in charge of Graygarden's branch of the Runner network.
Runners are those Marked by the gods who would rather not be sent to serve, hence, well. Running. It's frowned upon pretty heavily in most places and the Marked will be forcefully Exalted if caught, so the Runners have to get to places where they'll be left alone. Generally this is in Earth territory, so one of the few paths to get there is through the Shadowlands.
Seeing as I'm reeeally getting the vibe that the Orchard in general probably doesn't care very much about dragongod worship lmao I figure that Sparks may have a contact there who helps Runners get to the next (less evil-aligned) outpost? Probably for pay, or for exclusive trading rights with Graygarden, or something useful like that.
