I took that to mean they celebrate the fact that death is just as important of a life event as birth is.
In Buddhism and Hinduism for example, death isn't some terrible thing, but a part of that journey through life. I'm not sure what other religions that 'celebrate' death in such a way, but I'm sure there are others.
There are many dragons in my clan that honor their fallen mate/kin/parents by wearing their bones proudly.
