ROUGH NOTES:
• originally the site of a pilgrimage; the droves of travelers attracted merchants; a night market sprung out of this, dragons began to make permanent homes nearby, and the place eventually grew into a city
• because of it's roots and religious significance, cultural organization & norms are still highly based around worship of the lightweaver
• exalting is considered an extremely high honor, and many couples dedicate their lives to hatching and training future soldiers for the lightweaver's army. even unpaired followers of the light will occasionally pair up for the sole purpose of creating exalt-bound hatchlings
• future exaltees are rarely given names, instead going by the title Acolight
• many followers of the light will make the long journey to the quartz plateau for the sole purpose of becoming Exalted in the eyes of the lightweaver, and still others will discover their purpose after staying for a time in the city
• artisan-focused society; being a glazier/glassmaker has particular spiritual significance but all the trades are highly valued
• crafts are divided up into guilds, each having a guild head who represents their interests in the council
• consider beastclans to be evil/a product of the shade since they aren't made in the image of any dragon deity - refuse to trade for beastclan goods and aggressively push out or eliminate any nearby beastclans presence

- THE OUTSKIRTS CLAN - ROUGH NOTES:

reject the idea of clothing - prefer to ornament themselves with trinkets, scraps, and trophies
don't see themselves as being 'above' beastclans - trade & work as closely with them as with other dragons
have a designated 'respectable' merchant to sell things at the quartz plateau night market, but also trade black market & beastclans goods to Halcyon and Recondite
