Fear not, young one, you only have to pay once, and from then on you never need to send me a single bit of treasure. For all the prizes and dragons I plan to give away, it shouldn't be much trouble to pay the fee.
I'm starting this list right away because I want to see how many players decide to join me on this project. There will also be job slots to fill once development for the paper begins. If you have any interest in this project at all, ping me and I'll add you to the list.

I think 20k, like you had originally stated. It's reasonable and fair for the effort that will most likely go into making each news page.
how often should a news page be posted?
I would say either once a week or once every other week. That way it's easier to know and keep up with what's going on in the community currently rather then some news being a month old and older news being forgotten.
what jobs are you possibly interested in?
I would possibly be interested in either being an accountant or in charge of keeping up with the mailing list. Both sound like something I could do that wouldn't distract me from real life, especially since I have school starting up again soon and I will most likely not be able to keep up with any of the other tasks but I would like to be involved.

As a suggestion, it might be a coding problem, but the paper could include ads and such, like an artist's shop, or a snipe shop. It might be a nice addition to stories, and a little realistic???
