Sanctuary is located on the boarder between Light and Shadow Territories. Within a days travel of the Mirrorlight Promenade, its inhabitants enjoy a certain amount of security due to the area being relatively untraveled. It is located on a peninsula or sorts where a river meets the ocean, and it is surrounded by pine forest in almost every direction on land.
The city is often described by travellers as "gleaming", the high, polished stone walls that surround it dazzling in the harsh sunlight of the Promenade. Add to that the silver gates that allow entrance into the city and some have deliriously mistaken it as heaven. Sanctuary is not heaven, unfortunately, but it is a haven for those who prove needing of it.
Locations to Note
1. Court Tower - The most recognizable feature in Sanctuary, the Court tower juts out of a natural lake in the center of the city, accessible by four bridges from each of the cardinal directions, this tall spiral structure is the only part of the city visible from outside its walls. It houses the courts and is home to the High Judge and her mate, allowing them to oversee the everyday shuffling of the citizens.
2. Sacred Lotus Library and Reliquary - The original focus of Sanctuary, this building is found just off the shores of the lake, situated between the ruins that originally attracted Catleya and Phalaen to the area. It is overseen by Lythrum, and has become quite expansive over the years as the ruins have been excavated and travelers have added to the collections.
3. The Guild District - This area houses all the buildings for the major guilds and businesses in Sanctuary, such as Taria's Tavern, the Monarchs, Sianae's Fashions, and the Mage's College, to name a few. It is perhaps one of the most traveled areas in the city, behind only the Reliquary and Courts.
a. Taria's Tavern - An inn, of sorts, Taria's Tavern is a hub of trade and business, with Taria herself having hands in most of the businesses in Sanctuary. To the average traveler, however, this is simply a good place to stop, hear some local stories, and have a good night's sleep.
b. The Monarchs - If there's one area of Sanctuary even the most courageous dragons avoid, it's the Monarchs. A guild of assassins, the Monarchs officially don't do business within the cities walls, but that by no means prevents the average citizen from avoiding the rather nondescript building like the plague.
c. Sianae's Fashions - Sianae is, according to the citizens of Sanctuary, the only place to buy clothes. The oddly quiet assistant and the quirky but friendly owner don't deter shoppers in the slightest, and it is a typical stop for most dragons to see whatever designs Sianae has cooked up since their last look.
d. The Mage's College - The College is where the magically adept citizens of Sanctuary go to hone their skills. Whether for personal or professional use, students who can withstand the rather odd instructors leave incredibly skilled, and often pay the city back by contributing their skills, though some do leave to find their own fortune.
4. The Docks - As a large trade city, Sanctuary is reliant on the ships and captains that visit it to provide them with the supplies they cannot make themselves. Goods from the docks are often rushed quickly to the Guild District, but no ship can dock in Sanctuary without thorough vetting by the Magistrates. Thus, any ships that do stop here are welcomed gladly to the city, bringing stories and business that strengthens the city as a whole.
5. The Orphanage and School - This is where the young and intrepid minds in Sanctuary come to learn about the world. Though classes often take place in the Library, the Schoolhouse/Orphanage is a beloved section of the city, as are the two teachers who ensure that the hatchlings are taught properly and thoroughly.
6. The Guardhouse and Barracks - Though Sanctuary does technically have a standing army, the Guardhouse is usually where athletically/militarily minded dragons gravitate too. The Guards are an integral part of the community, making frequent rounds and running safety classes for dragons that want to travel. The commander may be a bit quiet, but he trains his soldiers well, and there has yet to be a significant military or beast threat to Sanctuary since its inception.
Notes on Leadership
Sanctuary is run through a series of Courts, three Magistrates settle the majority of disputes and act as advisers to the High Judge, who makes executive decisions and handles only the most serious of cases brought to court. Emissaries may also act as advisers to the High Judge should their expertise be needed.
