Any dragon in the hibernal lair is not actually 'hibernating' unless otherwise stated in their bio! Chances are, they just don't breed.

Hidden away in the Cloudscrape Crags is a small lair. It's been there for a few years, but only recently has made itself known. It has expanded greatly within the last several months, and has seen many hatchlings come and go, some to loving homes, and others to fight for dominance. And as the clan grows, so must the lair..
As clan leaders Njordr and Freya cleared away the snow and stone and ice... It started to pile up. Young ones found enjoyment in building sculptures and snow-dragons, many times modeled after dragons who have since left the clan or - in cases of those who were adopted in quite young - ones from previous clans.
Most of the clan leaders children have left to fight for a better cause, the exception being Arcella, who spent some time in a lair serving under the Arcanist. She learned what she could, taking to magic quite well, but quickly found herself not fitting in, and, more so, missing her birth lair. And so she returned, bringing her vaguely-necromantic magic along with her, surprised but all the same thrilled by the new decorations, and, new test subjects.
It started small, as all things do. After all, what hatchling wouldn't giggle when their Icewarden Puppet sprang up and sang a lullaby? Those spells were never permanent, of course, and the young ones begged for more demonstrations. Eyeing up those same sculptures, Arcella agreed -- but only if they would give her a few days. The icicles giddily obliged.
Days passed with nothing, until, one morning, there was a coatl who'd not been there the day before. She was beautiful, even with the large clumps of ice scattered about her body, and very quiet, if not a bit distant. She was cold to the touch and confused when that was brought up, as if she had no knowledge of the outside world or where her kind came from.
But let's be honest here, what more would you expect from a creature literally born from the ice?
After the coatl came a Spiral, a handsome male with cracks in his figure. His eyes were wide but so very unseeing, his horns fragile and thin. Arcella gave them both names, Pluto and Prismarine, and took them under her wing, so to speak. Lessons in common and alchemy and magics, of the world history and everything else she could possibly offer. They grew into fine young dragons, their relationship with each other being what would most accurately be described as mates.
With their aid, more dragons followed, some even pairing off and trying to figure out what offspring would look like should they be able to have them.
