You use a level 25 dragon to level up a level 1 dragon quickly is a coliseum venue that the level 1 dragon wouldn't be able to survive in.
Once you have a couple of dragons at level 25, you can start powerleveling other dragons to exalt for profit.
Most dragons I buy are to be leveled up then exalted to SpaceDad, who will give them a wonderful home. It's how I pay for lair upgrades.
